From your description, you want to move documents to a Folder in the same library after a time period.

I am afraid that we can't  move documents to a Folder in the same library with workflow.

You can move documents to a different library with configuring information management policy settings:

     Thanks for your reply. I know about this one but trying to find out if there is any other way to do it in the same library. Using designer workflow we can create a folder in a different library. But cannot able to find with in the same library.

But I don't think that we can move documents to a Folder with OOTB workflow.
