I have a quick question about SharePoint 2013.

If you have a survey apps and a discussion board apps is it possible that every time a new survey is created the topic/title of the survey will be automatically added to the discussion board as a new thread? Is there a way to develop an add-in or something similar to do that? Thanks!

According to your description, my understanding is that you want to create a new thread in discussion board with the title of the survey when creating a survey.

I suggest you can create a workflow for the survey list and with the create item action like the screen capture below:

And you can set the workflow automatically started when item created like below:
