Configuration Manager 2007 WES Clients downloading from primary site?

Hi, I've got a problem that I could do with a bit of help with please.

One of my customers has a SCCM 2007 R3 environment, with a single primary site and 13 secondary sites.  All sites are configured as software update points, distribution points and also proxy management points.

They have approximately 2500 computers across all sites, consisting of a mixture of Windows 7 professional on desktops and laptops, and Windows 7 embedded on terminals.

All systems seem to be working correctly, they download software packages which are applied via AD group membership, and in all other ways but one I'm about to describe they have no problems.

Last week, the network team got some new monitoring software which shows that terminals on remote sites are periodically downloading around 80-100 MB of data from the primary site and that due to the number of these the network links were being swamped.  I've put some BITS throttling and pulse mode in place to prevent clients from downloading too much data at once, but that only limits how much data can be downloaded at any one time, the terminals still download the data, it just takes them longer.

So that's my problem, the terminals have a write filter enabled, and we do not deploy software to them as this is done via citrix from a separate server.  Any thoughts on why the terminals would be trying to download this much data from the primary site, the logs don't really seem to indicate that this is happening, all references seem to be from the secondary site that is local to them.

All help in this would be most appreciated.
