We have seen this problem in our environment as well. We had to: stop and restart the sms_executive host services on the site server or reboot the site server. One thing I would check before doing this is the thread count on the smsexec.exe process, normally it runs at less than 2500. If you notice it is over the 2500 count you might want to look into downloading and applying this hotfix (KB981797). We were rebooting our site server every week until we applied the KB981797 hotfix.
