On our environment we uninstalled our SCCM server to reinstall it into other drive (D:\) instead of (C:\) with backing up and restoring the database now all of clients are inactive can any one help me on this case thanks

I believe that scenario is not supported.
If you want to move from the OS drive then you would need to migrate or export / import the data from the old server to the new server or start again.
You can now migrate from 2012 to 2012.

You can't just uninstall the ConfigMgr site and reinstall it and expect clients to start talking to the new site. That would be a huge security problem.
The best path here is to reinstall the client agents using the RESETKEYINFORMATION=TRUE property and the SMSSITECODE property set to the new site code (assuming its different).

I solved this issue by doing the next steps :
after investagtion and deeply reading all reports I found that MP is not accessible or knowable for all clients because the change has been done so I did :
1- Reset the Site (from Control Panel > Uninstall / Change > Reset The Site) by this way I removed all bins from the current site
2- Installing the CU5 so it added all bins and folders back and made all client able to access MP and DPs

That's not true. A site reset does not remove "bins" from the site. It just reinstalls each and every component while maintaining all configs.
