Client's would like to know if it is possible to have notifications sent out to everyone if a change to the team site occurs.

I have an requirement, where in , i have 400 users in the site and if any of the users make changes, every one in the site who have access to the site should get alert or notification specifying the change happened to the content in the site.

Hello Badri,

Here is the similar thread: Basically alert can be set on list/libraries so not possible OOTB. However if you just want to send specific change in email then custom event receiver will be good way.
