Can regular contributers check-in multiple documents. using site navigation and sharepoint designer seem to be for site owners or designers

Hi,
If publishing feature is active then under "Site Actions" we get "Manage Content and Structure" option. From there even a regular contributor can check-in multiple documents, which are check out to him/ her.
There is a feature available for this in codeplex (beta phase). More information :

I am not able to find the publishing option on my site. Does this mean it has to be turned on from the server level?

To get manage Content and Structure
you have to go to
Site collection features and then activate Office SharePoint Server Publishing Infrastructure
and then at site level go to Site Features and activate Office SharePoint Server Publishing

If he has WSS 3.0 (and thus doesn't have MOSS 2007) he doesn't have that option.2010 Books:
SPF 2010; SPS 2010; SPD 2010; InfoPath 2010; Workflow etc.
2007 Books:
WSS 3.0; MOSS 2007; SPD 2007; InfoPath 2007; PerformancePoint; SSRS; Workflow
Both lists also include books in French; German; Spanish with even more languages in the 2007 list.
