I want to change tool tip on People Picker on entire SharePoint farm , can anybody suggest how to go about the same .

Hi Srujan,
The people picker tooltip settings is in PeopleEditorTitle field in Microsoft.SharePoint.intl.dll assembly.
The file is set to be unable to be edited.
