I had a syntax error in the command, I was able to stop both
DCLauncher and DCLoadBalancer but when I try to restart I get an error message
Provision of service DCLoadBalancer failed. Additional information: Cannot start service DCLoadBalancer on computer '.'..
Any idea why?

Very strange, I copied/pasted your commands, stop works but start fails. The registry entry for the load balancer is "C:\Program Files\Microsoft Office Servers\12.0\Bin\Microsoft.Office.Server.Conversions.LoadBalancer.exe" but when I check that location
the file is not there

Did you install SPs? Can you explain how SharePoint was installed?

Looks like your SharePoint was installed in wrong way. Try to reinstall it. If you have just one server make sure you selected right configuration. You have to install all services on this box.

So I finally got it to work, I reinstalled it as you suggested and it works well.
