We have been unable to lock the toolbars in either Internet Explorer 8 or 9 in either Vista SP2 nor Windows 7.0 SP1. We set them the way we want them and then the next tab we open puts each toolbar on its own row wasting valuable screen space. Is this just another ersatz Internet Explorer function (it never worked and it never will) or has someone actually figured out how to make it work?
