Cannot enable cortana, keeps asking for access to my contacts

Hello everyone.

I have a problem enabling Cortana in my System Windows 10 Pro.

When I am clicking to Cortana it shows a message asking me to give access to contacts. (See picture)

I click settings and I go to the picture on the right and as you can see everything is On and I dont have anything else to change.

Everytime I try to use Cortana I get the same message. Is this a bug or Cortana is not fully available yet?

Where are you located? It works fine with US settings.

Am located in Cyprus, I read that Cortana was not functional outside US but that was for a Preview Build right?

Do I have to wait for the official release of Windows 10 on 29th of July?
