Cannot create NAL path for the distribution point

I have a DP at one of my secondary sites that is not working. Distmgr.log reports "Cannot create NAL path for the distribution point. I follows the instructions in http://blog.coretech.dk/kea/distribution-manager-package-status-is-install-pending/ and verified that I am having the exact problem reported in this blog. I have added MSWNET to the Operational Active Order value and restarted the SMS Executive service. I even rebooted the dp for good measure. I'm still getting the same error. Looking at the log I'm still seeing that its try the ABEXPRT and LOCAL providers, but not MSWNET. The most obvious difference between my server and the one described in the blog is that my system is 64-bit so the registry paths are a little difference. I'm modifying HKLM\Software\Wow6432Node\Microsoft\NAL Server\Connection\Operational Active Order.

There's the "Copy packages wizard" in the ConfigMgr console that let's you copy the contents from one DP to another.Torsten Meringer | http://www.mssccmfaq.de

I double-checked the permissions. They were configured correctly. I finally broke down and removed the site and re-added it. Now my DP is working properly. If only there was a way to make a package to automatically distribute to all sites. I HATE adding a DP because redistributing all of these packages is a drag.
