Cannot complete action when trying to Activate Bug Tracking Modules
I am trying to activate the Bug Tracking Modules feature on a site, and the error message is: Cannot Complete Action. I'm encountering the same error. I do not see any additional error message in the Event Log on either the Web Front End or the database server.Any ideas?Mark

I am getting this error as well when trying to activate the BugTracking feature. Hi...I had the same problem... Googling for an hour still left me with no luck..After that i actually deleted the site & created a new site.. While creating the new site, i tried to create a new site using Bug Database from Application Template installed...(Select a template in the create new site wizard WSS3.0)This actually worked for me!!! This actually had both the feature activated.." Bug Tracking List Instances" and "Bug Tracking Modules" CheersChintan

I am having exactly the same issue. I have tried deleteing the solution, IISRESET, addingsolution and deploying solution BugDatabase.wsp but when I ACTIVATE I get the error:Cannot complete this action.Please try again. Troubleshoot issues with Windows SharePoint Services. As anyone found a solution to this?

Creating a Bug Database from Sites and Workspacess > Application Templates worked for me as well.

As mentioned in Chintan's post, the features don't need to be activated at the site collection level. Just creating a site using the template will activate the necessary features. Otherwise it will try to create all of the template features, lists, libraries, etc. on the site where you are activating them. Not intuitive at all and not mentioned in the instructions.
