We're using Exchange 2013 and Outlook 2013.

Also how does it work if you try to open it via OWA?

I've tried it for the last few days. I can't access mailbox via OWA either.

Thank you for your question.
We could run the following command to make sure the permission has been added:
Get-MailboxPermission Identity room@contoso.com | FL
If the user has been existed and has full access permission, we could restart Microsoft Exchange Information Store and make AD replication forcibly, then we could login OWA and check if the issue persist.
In addition, please tell us more details which you have done(include the command which you are using).

I ran the above command and it said I had FullAccess twice so I ran this command just to see if it would remove one of the entries:
Remove-MailboxPermission -Identity BoardRoom -User Cwhitmore -AccessRights FullAccess -InheritanceType All
,but when I ran the Get-MailboxPermission command it still shows that I had FullAccess in two different entries. I'll try to restart the Information Store tonight.
Anyone have an idea on this?
Please post the result which you run the command for our troubleshooting.

Then tell us who could not access the mailbox room.
