The document library will open in a browser. When you click New on the list toolbar, a form based on this form template will open in Microsoft Office InfoPath.

But it is what I have already done at the time of publishing to the development site.
My question is, Now I have form published on my development site and is there any way that I can move the form directly to the production site from development site (I don't want to use InfoPath for this operation)?

you need to republish it mate. sorry
unless you just want it to be a form they download to the client and not necessarily a web form
Publishing form is how the form details get updated and linked to sharepoint.
there is no other way
