Can one manage an RT device wthout SCCM?

I signed up for Windows Intune, I have an RT device.  Is there any way to subscribe the device in Intune WITHOUT a SCCM 2012 deployment?

I'm not a developer.  I'm just a lowly small business person trying to find a remote support tool for RT?  I can't just buy an Intune subscription and do it that way?

Ah, I can understand how that may be confusing.  As far as I understand, those costs are essentially what's required to get the Intune client installed on an RT device (not just for deploying apps).

That's not quite what it says in this official MS document - the Windows Intune Getting Started Guide.

It seems that you can manage RT devices with NO additional cost. It's the Windows Phone 8 devices that require the Enterprise Mobile Code Signing Certificate.

This sideloading certificate is ONLY required on the RT if you want to deploy apps.
