Can not run backup procedure
It tells me that a backup procedure is already running, but it is not.There is no mention of backup/restore in the description list also. May i force backup?

SharePoint runs its backup operations via a Timer Job, so that the process can be run in the background without locking up your current process in STSADM or the Central Administration site. When a backup operation fails, SharePoint does not delete the Timer Job instance it created to run that operation. You must delete the Backup/Restore timer job after any failed backup or restore operation (such as an access denied error) before you can submit a new backup or restore request. SharePoint reports a conflict with the existing timer job until you delete it, preventing you from proceeding. You can view SharePoint timer jobs in the Central Administration site’s Timer Job Definitions page, shown in Figure 4.20, which you can access in one of two ways: By clicking the Timer Job Definitions link on the Backup and Restore Status page By clicking the Timer Job Definitions link in the Global Configuration section on the Operations page After you open the Timer Job Definitions page a linked entry is displayed in the page titled Backup/Restore with a Scheduling Type of One-Time. Click on the title for this entry to open its details in the Edit Timer Job page and then click the Delete button to remove the failed backup timer job. Then once you resolve the issue that caused the Timer Job to fail, you can run another backup operation. If you don't see a failed backup Timer Job listed on that page, you may have a different kind of problem going on, perhaps something in your environment is being cached to prevent SharePoint from realizing that there is no failed backup Timer Job current in the environment.
