Can't get the Sharepoint Central Administration Page to behave!

Well, it's been a journey, installing Server 2012r2, SQL 2014, and finally SP 2013 into a VM. I've jumped all the hurdles that I can see (I only have one BPA flag in the server, something about needing an SSL certificate for Work files. So I was so happy to see the SP CA page come up! However, most everything there is inop.

The "critical" issue is thus: 

Unfortunately, the fix here won't work, as I can't get to any of the .aspx apps behind this screen outside of adding links to the CA page and getting to this error description. Also, the page behaves very slowly, like there may be a DNS problem. I can't see anything in the logs or DCDIAG or NSLOOKUP that would indicate anything is amiss. 

This is a DC as well as a SP Server however, and I know it's not recommended, but what to do? I tried to demote the DC, but that broke just about everything else. 

So, not sure what to do now. Can anyone offer some things to test? I can't believe the SPTimer can be at fault here, but not sure. I've done steps to check that, and set the time to the hardware using powershell cmds found when I googled. Time is correct on the server. 

Well, hoping you all can help. My end goal is to get MS Project Server 2013 working here, and this is holding me up. Cheers,

Id like to confirm with you that you need to install SharePoint 2013 with SP1 on windows server 2012 r2.
