Can't create top-level site, after failing to create one because of security issues
I was creating a top-level site collection under one of my web applications and during the process it failed do to security permissions. I logged into the correct account and started the process again, however when I went to create the site collection I didn't have the option for a root level site. (http://site/) checked the list of site collections and nothing is at the root level Tried to delete the (non-created) site using stsadm but no site exists. I have farm admin access and create site collections just fine in any web application. I ultimately can't create a site collection at the root of one of my web applications....I more or less don't get that option, I only see the option for /sites/. When I check the site collections on that web application I don't see any site collection at the top-level.Kipp Sorensen http://justgeeking.net/blog

I can confirm running IISRESET on the Central Admin server refreshed the managed paths and my root (/) site came back as kleung said it would. Now I am able to create a site collection under the root (/).
