First I tried to upgrade to SP2 with latest MSDN TechNet copy of (SC2012_SP2_Configmgr_SCEP).

Reboot the Server and tried to connect Config Manager CAS Console to its local SQL database and started getting error - " Configuration Manager cannot connect to the site (CAS - ...)"

SMS_EXECUTIVE and other SMS Services could not Start, later I found that SMS executable service files actually does not exist at the location/path in Windows.

Also tried to run the original Setup of SCCM 2012 R2 to reinstall Configuration Manager console but it didn't helped. 

So until the files smsexec.exe files exist, there isn't much more you can do.

Most likely the SCCM component manager was the issue, I reinstalled CAS.
