Have you tried to fix this user profile? How is the result?

Like XP ROCKS said, it should be the user profile itself issue since other user account works fine.

if it doesn't resolve, please give us a feedback in order to provide further help.

Please open up task manager after opening the profile.  You can either hit control+alt+delete and bring up task manager or hit control+shift+escape.  Please look for the task "Run Once Wrapper" end the task and you will get your desktop back.  After that go to www.malwarebytes.com and download free trial and run it.  Post back with results.
