Billed for a wrong App Service Plan

I have only 1 App Service plan in my subscription.  I switched it last month to Premium P1 (pricing is same as Standard S1).  However when looking in portal AppService shows that estimated spend is $0.00 yet in Billing I am getting charged for "Standard Medium App Service Plan" at double the rate.  I switched temporarily to Standard S1 and App Service reflected the cost correctly.  When I switched back to P1 it went back to getting billed at Standard Medium App Service Plan rate (double the rate what P1 should be).

Since I am on BizSpark plan this is eating up through my credits quickly.  I opened a billing support ticket, but it is taking a while to get to the bottom of it (over a week now).

Has anyone else experienced something like this?  Any Suggestions?

Could you share the Service request number raised with billing team so as to check the status of the case and further analyse on your billing details.
