I think, There is no Best Practice Analyzer tool for SCCM. But there are health check tools available. What do you want to check exactly. Or Microsoft is having "Audit" /Best Practise Analyser kind of program (in which they provide details about the configuration of your environment and what are the changes required for your environment using some tools) but those tools is not public . I think, you should get in touch with your TAM for more details about this program...
