Hello,
Yes you can assign resources using PWA. Once you have built the team, saved and closed the build team page, you will be able to click the Resource Name cell for a task and the drop down menu will show the resources you have added to the team. Add the required resources. You do not need Project Pro to assign resources.

Would you be able to provide an example of how to setup the teams, resources and tasks so that is possible? I am currently trying to implement the type of resource selection that you are referring to and I'm having some difficulty getting to the point where I can filter down the resources available to be assigned to the task.
Ideally I'd like to be able to limit the resources available for assignment to the task based on the skills required for the task and the skills assigned to the resource but there doesn't seem to be an easy way to set it up with Project Server 2013 and Project Professional 2013.

Make sure that least one group that you are assigned to has the permission to assign resources. Some companies manage permissions and only allows the resource manager to make task assignments.

I think you will find you can, unless I have misunderstood... Add the "Units" field to one of the Project Assignment PWA views. This field is only available for Project PWA views based on the Assignment table. You can then change the units for the assignments in PWA.

Is it possible that the Units field in those views is not syncronised with work and duration values?
As an example, I have created a task an added one resource. The systems calculates work hours, i.e, 120h (task is fixed duration type and Effort driven). The I add a new resource to the task, so that I expect that both resources will work 50%.
But when switching to a Project Assignment View, it is still showing 100% units for both resources, although the work hours are right (each one has half of the initial hours: 60 + 60)

This behavior is normal. See my example below with 1 resource on a fixed duration and effort driven task:
If I add a second resource, the duration is fixed so it will not change. The task is effort driven so the total effort will be kept at 40h, but splitted between the 2 resources:
The units will still be 100%, the assignment unit behavior has significantly changed in Project 2010, see references below:

It helped me very much to understand where I have to look at.
I am trying to establish a sequence of steps for some people doing draft plans and demanding resources, using PWA. They first use a PWA task view to set task durations and generic resources needed. When some tasks require different profiles or profiles are not needed 100%, we need them to refine the effort of each resource, whether by setting units or work. This has to be done by a PWA Assignments view.
But I cannot find the Peak field in none of them. It seems it is one of the limitations of PWA...

The peak field is a calculated field so not editable in PWA. You could rather fix the duration and update the work.
For example for a single task lasting for 40 days with 4 resources at 25%, edit the work field in an assignment view and enter 10d (40d*25%) for each assignments. I'd suggest to deal with the work rather than with the % unit.

A engineer, he join 2 projects(P_A,P_B) in same time , I want to set tasks to him , P_A use 40% on 4/7 , and P_B use 60% on 4/7 , can I setting like this in PWA?
And can I set alarm while use rate over 100% or over 8 hours?

You cannot predefine the %unit per resource on a project. But you can mention in PWA the %unit of a resource on an assignment in the project, using the unit column in a PWA view.
