Are all SCEP features included in SCCM
A customer is thinking of using SCEP as part of an SCCM 2012 rollout. Is the client and all licenses included in SCCM 2012 or is additional software or licenses required?

It all depend on the licensing you have. You should see this is the Microsoft sale guy of the customer.
Normally they are included if the customer as a Core CAL suite or Entreprise CAL Suite
If not they need to buy the subscription to be use. You will see in the microsoft doc the part you are asking.
