All graphics are laggy when started

Good day,

All graphics (video, mouse pointer and even the window's loading turning dots) are laggy when computer is started. however, once I restart the computer, all running smoothly as normal. It there anyway to solve this problem so that I don't have to start it and restart it before I start to use computer? This happens after I've installed windows 10.

At first I thought it was due to compatibility, so I have reinstalled all my hardware's CD and have them up to date. But it does not help.

Suggestions:

1. Perform a Clean Boot. This is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program.

2. Open Device Manager > Scroll down to Display adapters > Expand it > Select Graphic Card Driver > Right click on it and select Uninstall > Put a check mark against Delete the driver software for this device > OK > Reboot > Let Windows detect the driver > Visit the website of the Graphic card manufacturer to download and install the latest graphic card driver.
