Agent Processor Utilization not enabled
If that monitor shows white circle, there is probably an override that is disabling that monitor. It may be disabled by default - in that case it would need to be enabled via an override. Microsoft Corporation

I have a strange problem, I hope someone else has seen this before. I have a lot of servers that do not alert when having the Agent (MonitoringHost.exe) taking over 25% CPU utiilzation for very long times. We need to get the alerts for this, when I look at the monitor it shows enabled, also shows everything at default, no overrides in place. However when looking at the Health Exporer the monitor does not have a green check showing its being monitored. I can not seem to figure out why this is happening. The agent installed should run under local system.Paul Arbogast

Hi Paul, first get to the bottom of why it has the white circle. If its not monitored it will not alert. Check for erorrs in the operations manager event log for instance after you restart the system center management service on the agent machine. Also check if you have any overrides that disable monitoring at that level (so find the monitor and select Overrides- overrides summary for this monitor (or something like that). Yeah thats the first thing I checked, I can see no reason it shouldnt be green, there are no overides in place, what I eneded up doing was just uninstalling the agent and reinstalling.Paul Arbogast
