After adding new server to SharePoint farm getting BCS error.

I am getting the below BCS error when I am adding the new server to existing SharePoint 2010 farm as a web server. BCS is configured in separate farm. I am using proxy in the application server.

Logging unknown/unexpected client side exception: ServerTooBusyException. This will cause this application server to be removed from the load balancer queue. Exception: System.ServiceModel.ServerTooBusyException: The HTTP service located at http://localhost:32843/SecurityTokenServiceApplication/securitytoken.svc/actas is too busy.  ---> System.Net.WebException: The remote server returned an error: (503) Server Unavailable.     at System.Net.HttpWebRequest.GetResponse()     at System.ServiceModel.Channels.HttpChannelFactory.HttpRequestChannel.HttpChannelRequest.WaitForReply(TimeSpan timeout)     --- End of inner exception stack trace ---    Server stack trace:      at System.ServiceModel.Channels.HttpChannelUtilities.ProcessGetResponseWebException(WebException webException, HttpWebRequest r...

 

And also after adding new server to existing SharePoint farm some of the SharePoint Web Services are missing in IIS. 

Please help me how to resolve these issues.
