Active X /Application Catalog Issues with SOME Clients

Hi,

I didn't see this  in my testing, but am seeing it in prod.  On SOME clients, they get the following error opening the app catalog

alog

Now, I can tell it is the active x filter preventing it. Once I toggle it manually, it is ok.  The thing is, if it was a settings problem, it would affect everyone, not just some users.  As you can see, I have the correct settings in the client settings

I am playing with the GPO but havent figured out why it is only happening on some clients.

Is there any similarity among these clients? And does the GPO resolve this issue?
