Is there any pattern to the users who are getting login issues?

Have you changed your authentication method as part of the migration?

Have you confirmed that the users really do have permisssion to the items they are trying to access?

In web application web.config file (where you are searching for people), add the following lines in <PeoplePickerWildCards> tag.

<clear />
<add key="AspNetSqlMembershipProvider" value="%" />
<add key="SqlMember" value="%"/>
<add key="SqlRole" value="%"/>
