Access Services 2010 Service App in 2016 Preview

I see an option to create an Access 2010 Service app in the preview version. Is that by design?

Access Services 2010 and Access Services 2013 ("Access Services") are vastly different. AS 2010 is not on the deprecated feature list and should be there come RTM (unless Bill Baer corrects me).
