I've been searching for an answer to this problem for a couple days now but I haven't found anything so I apologize if I'm covering old ground. I have a brand new Sharepoint install on a new Server 2008 setup with another server running SQL 2008 for the database. I've configured the services on each server but now when I attempt to create a new web application for the shared services I get an 'Error: Access Denied' page. I've tried the setup as 3 different domain admin accounts, and the sharepoint system account, to no avail. I'm pretty new to sharepoint and I'm not sure I'm doing everything correctly but I've followed all the information I can find and I'm still having problems. Any suggestions would be greatly appreciated.

sorry, i probably should've mentioned that. The version is sharepoint 2007, on a clean server 2008 32-bit install. Once I had these problems I installed all the latest patches and updates but the problem presisted. I haven't changed any of the IIS or sharepoint settings from their default states.
