Hi, Does this issue occur on all document libaries and lists? Please check if edit permission for users run into this issue has been disabled in “User permission for Web Application” & “Policy for Web Application” of central admin site. Thanks & Regards.Lily Wu

Yes It is happening in all document libraries and lists. I will check the central admin for your suggestion and let you know whether it fixed the problem.
