ACS Service wont start - Start AdtServer Service: Failure (0x0000041D)

I Installed ACS on a 2nd MGMT server 20 days ago and it ran fine for days, then i noticed the reports where out of date and hadnt collected data
since Feb 3. The adtserver service was stopped and i am unable to start it manually.
Event 7023 below was in the system log on the server
(The Operations Manager Audit Collection Service service terminated with the following error:
The system cannot find the file specified.)
I also had event 3
A Kerberos Error Message was received:
on logon session

Event 107 below is logged in the Application log
Report Server Windows Service (MSSQLSERVER) cannot connect to the report server database.
Currently I receive these event 7009 below
A timeout was reached (30000 milliseconds) while waiting for the Operations Manager Audit Collection Service service
to connect.
Followed by event 7000
The Operations Manager Audit Collection Service service failed to start due
to the following error:
The service did not respond to the start or control request in a timely fashion.
Steps Taken
I Reinstalled ACS on the server but that did not help.
I also uninstalled scom from the server completely and reinstalled to no avail.
I reinstalled ACS and created a new DB which also failed.
Ive tried running adtserver as a network domain scom admin account with SQL rights but that fails.
The account is currently set to run under network service which has a logon to the sql server and ive made that account an
owner of the operations manager DB. I Checked the AcsConfig.xml in the %systemroot%\system32\Security\AdtServer and its not read only.
When I tried to run adtadmin I got no more endpoints error likely because the service is not started.
When I reinstall ACS this is the summary I get when completed.
Stop AdtServer Service: Success
Unregister Performance DLL: Success
Unregister Application Log: Success
Find Source Folder: Success
Update ACS: Success
Update AdtServer Service: Success
Write AdtServer Registry Parameters: Success
Write Password: Success
Register Application Log: Success
Register Performance DLL: Success
Register MOF File: Success
Update Data Source: Success
Start AdtServer Service: Failure (0x0000041D)
