How do I convert .pab contact files in Outlook 2010 into a file format that can then be imported into Outlook 2013?

As you may know already, there is no "Personal address book" option in Outlook 2013. We need to convert it through the old version of Outlook, for example Outlook 2010 as you've mentioned.

The detailed steps are as followed:

• Open the Import and Export Wizard (File, Open, Import in Outlook 2010)
• Choose Import from another program or file; click Next
• Choose Personal Address Book; click Next
• Brose to find the PAB; click Next
• Select the Contacts folder you want to import to and click Finish
• Then, you can follow the steps descriped in this article to export contacts into a comma separated value (CSV) file or an Outlook Data File (.pst) for use in Outlook 2013.
