(After March Updates) MBSA Ver. 2.3.211 Win 7 x64, Local scan not working

System is Windows 7 64bit with no internet access due to security requirements.  I've copied the new wsusscn2.cab file into the C:\Users\<username>\AppData\Local\Microsoft\MBSA\cache directory.  Running MBSA under an administrator account, as I've done many times before, and after attempting to scan the system, MBSA comes back with "Cannot load security cab file". I've been running previous MBSA scans with no issues.  Anyone have an idea if the recent updates have "broken" MBSA?
