What is the column type of your "People to be informed" column?  text, person/group?

You can expose a BCC Setting via the advanced properties on the Send an Email step (as below). You can't email ONLY to a BCC though.

my intention is how to display name in "To" and to trigger an alert to the respective users. I do not know from where these numbers are coming.

The Send an Email steps gives you a user selection screen that looks like this.  As such, your options are: -

  1. Select from the people / group within the current site (Not site collection)
  2. Workflow look-up (this will plug back into your custom list via a people / group column)
  3. The item creator

If you are wanting to port an unknown number of people into the workflow, Option1 or Option2 will work best.

That number is their id in SharePoint. Is it a multi person field?

Best bet is to put the users in a variable and then email the variable.

Something like this:

if currentItem:People.. is not empty
    set variable:sendTo to currentItem:People

sendTo is a string variable

When you fill it from the currentItem field, make sure you select 'Display Name, semicolon delimited'

Then in your email, use the variable in the to.

If your people field is required you don't need to test for empty.

There should be an ellipses button "..."

that will allow you to bring back a people picker as semicolon separated account names, email addresses, user id...  Make sure you set this to either email address or logon name.
